Presumably these chips can be used on the tables and thus have no need to languish in the casino. And I do not think the hobby would be terribly hurt if casinos didn't pump out chips constantly. If more casinos issued chips but each casino issued less (number of issues not the size of the issue) we would still have stuff to collect.
I have some conceptual problems with chips never intended to be used on a table.
