That's not an off-the-wall question at all. In Hi-Low games with no qualifier, or in low only games such as Razz or Triple Draw, the aces are the low pair. They beat any other paired hand.
Unfortunately, I once made four 7's playing Razz (low-ball seven card stud). How? I caught a seven on 5th, 6th, and 7th street while drawing at a seven low. Two aces won that pot. They are the same as two "ones" in the context of low poker.
