The conversation that precipitated this question was about the state of Lousiana coming in and checking slot machines at a casino. It went then to boats that have slots and then Indian reservations, and who is 'looking over their shoulder' and keeping them honest if the state does not have gambling. No one could come up with an answer.... I knew someone the chipboard would have an answer!
