I’ll start by saying thanks for your ideas. I encourage you to become a member of the CC>CC.
Now some comments on your post.
There is some sentiment for holding the convention in varied locations. The percentage of members wanting this is relatively small. Most members seem to want the convention in LV. A large gaming venue is desired by most members for access to many casinos for collecting, gambling and entertainment. Convention space and hotel room availability is another consideration. For these reasons places like Blackhawk, Savannah, Tucson, Tacoma and El Paso are not acceptable. Tacoma / Seattle has many small casinos / cardrooms but none with large convention facilities. Detroit / Windsor has only 4 casinos. Tucson has 3 casinos with slots, poker rooms & bingo, no other table games. Savannah has 2 day cruise gambling boats nearby (Brunswick / Tybee Island). This leaves Biloxi, AC & LV from your list as viable candidates from a gaming perspective. Other possibilities are Tunica & Reno. Convention space, hotel room availability / cost factor in any consideration of Reno, AC, Biloxi and Tunica.
Adding regional oversight of chapters is not necessary. This would be an additional level of bureaucracy that is not needed. Regions would require the need for additional “volunteers” and added costs. Reporting requirements from chapters to the CC>CC are relatively small. Chapters serve local members needs and need local control. People have membership in multiple chapters by choice. There is not a requirement for any CC>CC member to join a chapter or multiple chapters. Pooling the money at the regional level creates additional costs to pay for regional expenses & redistribution to pay for local chapter functions / expenses. Lets keep it simple. Chapters run their own show & report directly to the CC>CC.
