The crest & seal in the scan was delivered to a distributor in El Paso, Texas. Most collectors have this as a Texas chip. It has been discussed that the lithos on this chip are Mexican. I looked up both pictures. The eagle eating the snake while landing on a cactus is the Mexican Coat of Arms (it is also on the Mexican flag). The Liberty cap with rays is a common Mexican picture. Note the hat with rays is on the peso.
