First off, return it. This is not the company to deal with (and I don't even know what brand it is).

Is this a proprietary card/cable scanner, or is this a USB scanner. Do you have USB capabilities? And (assuming this is a Windows type machine) do you see the scanner in the device manager control panel applet?
