That refers to proprietary rights to the original artwork. The casino still pays for the artwork, and once it is on the finished product (the chip) and placed into public use, it becomes the property of whoever owns the finished product.

The proprietary rights to the artwork would prevent anyone else from using the artwork to manufacture chips without permission.
