The problem is that no one knows how long it will take to say go.

Before 9/11 I would have bet anyone that we wouldn't see a new casino in NY for at least 10 years.

Now after 9/11 I'd say that the Government will do just about anything to raise money. In fact if you told me that they were opening a chain of crack houses i wouldn't be surprised.
