Is this the Golden Nugget placemat design you're thinking about, Pam? I've had this for 5-6 years. There are a few out there. I don't think you are seeing reproductions. They were made by the thousands and there are always some of these supply items that don't get used. Also, notice the line at the bottom that encourages the tourist to take one home.

I think it's a great item. It does have a scalloped edge which I cropped for the scan.
