I have had several deals with John Kallas without any problems. It is possible that the seller had several chips and used one scan when selling them. Then it is possible that he made a mistake and thought he had one left, when it was the wrong chip. This is not a high price chip and if he got it for face value, he looking at making 99 cents on this chip at most. This is not enough to incent anyone to rip you off. It is most likely a mistake and not an intention to mislead. Before giving negative feedback, give the seller an opportunity to make it right. How long has it been since this happened?
