I've handled many of these chips when they first surfaced in Miami; both value and denominated Roulettes, and found most of them (at that time) in used condition. Even when other value/color/table combinations surfaced, they, too, were in used condition.
The only way you'll be able to answer your question, Charles, is to examine what you "expect" to be new manufacture side-by-side with a well-worn example that came to our shores years ago.
I can tell you that the series was not popular with collectors in Germany, Austria, UK and with some American collectors when first introduced. I guess they expected Havana/Habana/Cuba to be depicted on the inlay as was the case with so many other chips that came over from Cuba at the time.
I can't think of any reason why someone would want to copy this series (as you've suggested), especially when it's not that popular when compared with other Cuban material.
Does anyone reading this board know when these chips were ordered and where they were shipped to?
Cuba is not my forte.
