before there are any new Oneida Indian casinos there will have to be settlements in the several actions against the State. Our tracks desparately need help since casino gambling and the unfair distribution of OTB profits are killing them. On the other hand, if the State puts real video machines in the tracks then they are going to have to review the present restrictions on the Indian casinos which do not permit them (yes, the Indians have them but of a kind of electronic scratch offs...you have to get credits on your casino cards and that is a nuisance.
