NV Gaming regs are "Minimum Standards" a casino must comply with.
Every casino must write "Internal Control" (Reg 6) procedures for each department within the casino. The "IC's" tell gaming control how the casino will comply with "Minimum Standards." Every casino has different ways to comply. As long as the IC's comply with the wording of the MS's, they will be approved.
I just finished writing IC's for the Palms poker room. I went to a dozen different poker rooms and obtained their IC's. No two were alike. I wrote ours as simply as possible and for what was best for us, and still comply with MS's. The department head writes the IC's. The casino controller decides if they comply with MS, and then submits them to GCB for approval.
IC's must be approved before they are put in practice. If a gaming audit decides you are not following your own IC's, there can be a fine.
You write them, you better live with them.
The cage has IC's. Accounting has IC's.
What happens to chips can be determined by the wording of IC's.
