I would say you have an original and one reorder. I discount the inlay colors as I would bet they all started out as white.

However, I agree that the different color lettering represents 2 different orders. Many times the dark lettering is a Burt reorder of a USPC chip(at least for BPOEs).

In your case I'd say they are both USPC. Burt chips would use a smaller inlay. Also, since the companies didn't share information, the litho would not always be an exact reproduction.
