Difficult to tell without a scan. The Antique Gambling Chips book by Dale Seymour shows many styles of eagle chips with values from $2-$7. Also fancy single monogram chips at $2-$7. I have seen many go for less than book. $1.50 each does not sound bad if in good condition.
