Bob, that works. Germany has almost that very thing just cut the blood alcohol level in half (theirs is half of ours). Germany has the highest per capita alcohol consumption and the LOWEST DUI per capita. Imagine that! That's where we adopted 'Designated Driver' from. They WON'T take the chance, the penalties are just too great for them.
