Think about it CT. Anything mailed from the east coast through Friday was being loaded into trucks because there were no planes flying. ...so of course, you are not seeing that mail yet, it's still making its way across the country in the trucks.
As to not being able to send express mail (next day service) I'd have to assume that the postal service can't maintain their guarantee of next day service due to the slow resumption of airline service and are telling their customers to send mail priority mail instead of express.
As the airlines resume regular flights, so will regular mail be loaded onto those planes.
