Just to be sure that I'm clear on this point: The legal requirements to be a tax deductible charity are, by necessity, quite broad. There are many unscrupulous groups that qualify as legal charities even though they may deduct a huge percentage of your contribution as "fund raising and administration" fees. If your brother says that he knows of this particular group and that they are a quality organization, then I would be completely satisfied.
