Peter; Yes, there is a Hooter franchise on the property. It is on the third floor, at the top of the escalator, directly over the casino.
I have no idea why, or who, is encouraging this casino to only produce small quantities of chips. It makes absolutely NO sense to me. The casino claims they are producing them for their customer and wants them broadly distributed hence the limitations on purchases (I guess the casinos don't realize that chip collectors are their customers).
The other rationalization I have heard is that these casinos do not want their LE chips to be "common, like everybody else's". They want their chips to be "desireable" and "sought after".
A third opinon I've heard is that there is a new executive at this property who formerly headed up a chip program at a Las Vegas property that is well-known for their chip releases.
Take your pick which version you might be interested in believing.
