Personally, I don't know. I understand what you say. Maybe it would have been best to wait some time for peoples emotions to fade a little. I would have to see what the nature of the memorabilia or items are. Are they tastefull? I had a similar experience about 5 or 6 years ago. While on a, routine, photo shoot I shot a really nice picture of a Gulfstream Jet. (G-IV) It was one of the prettiest planes I had ever seen. About a year later that plane crashed on take off from a local airport. I went through my negs and found the image and made several 5x and a couple of 11x prints to give or sell to media. I had just been laid off from a law job at the time and needed the money and some material to get a media job. Two local TV stations paid >$100 to use the prints. I fealt real guilty at the time for the very reasons that you mention. However, when I saw the coverage on TV, where they were using home video of burning wreckage, scorched earth, scrapes and soot on a street and the dug up hillside that they clipped. My picture seemed to add some balance to this horrible tragedy. There are some people who will want respectful momentos of the WTC. Maybe that will help some remember the good and will help them cope with the saddness and pain that they are feeling. On the onther hand if they are selling chunks of concreate or bags of dust or something like that I would figure that would be very distasteful and would agree with you 100%. Also, if they are charging say $100 for a small snow globe or something That is sickening.
