How in the world can we "be sure", Kerry? Have we forgotten the images of anti-scud missles launched during the Gulf War? Does anyone think that those missles the U.S. fired discriminated between the suspected bad guys and the civilian population?

When retalliating against terrorists ... some "innocents" are going to be killed as well.
