Both Mr. Reed's and Mr. Hunt's ISP footprints are from a cable provider based in PA. What he (they) doesn't (don't) understand about cable modems is, they are hooked up to the internet all of the time so the footprint doesn't change. There are three possible scenarios here. Walter and Victor are the same person using the same computer. ...or Walter and Victor are two different people using the same computer. ...or Walter and Victor are two different people using two different computers networked into the same unchanging cable modem connection and subsequent identical ISP footprint.
