If they charge (accordingly) on minimum bids (initially), I would think the same would hold true with a revised minimum bid. If not, what would prevent anyone from listing an item at $9.99 (and pay the minimum fee) and then revising it to $25, afterwards without an additional (adjusted) fee?

As I said, I have only "lowered" a minimum ("opening") bid, but not increased one, yet.
