In my short time in the hobby I find there is often an excuse for the unethical chip dealer. Often he's excused because he is a "pioneer in the hobby" or "has a lot of friends." Sometimes it's because the poor guy is just trying to make a living and support his family. Sometimes it's just ignorance. "The chip dealer made an honest mistake." Bottom line is there are a lot of unethical chip dealers out there who are in the hobby mainly as a fleecing endeavor so we collectors need to be very cautious.
