Its not my field, but it would seem that the purpose of the TCR authors creating these catalog numbers was so that you can refer to a specific chip by its code.
It would seem that referencing chips by their code would be a fair use of the information.
Now if the TCR authors were to specifically deny the right to use this info in slabbing (in future additions) that might be different, but in as much as somebody already bought the existing book, I don't think they can add new rules now.
But as I said this isn't an area that I am familiar with, it just doesn't strike me as likely that TCR authors can now dictate the use of the codes after they have already sold the right to use them.
