PE stands for Punta del Este Casino in Maldonado, Uruguay. The casino was located in the San Rafael Casino Hotel. John, if you look closely at the back of the 10000 plaque, you'll notice on the bottom of the crest it says San Rafael. I guess this confirms where they are from.
