They offending party may have just not understood the rules of your RR and put in the non Chipco's innocently. People will sign up for multiple RR's and not take the time to read the rules and make mistakes. On the other hand I think I caught some participants trying to get away with stuff. They are not invited to pariticipate in any of my future RR's. I speak from experience from many RR's that I ran. I would just privately notify the participant of what he did and mostly likely they will volunteer to fix their error. I have never had a problem with pariticpants unwilling to fix their errors.
