They look like the chips Dave Whalen made up to me. My understanding is they are paste-on inlays. Some were made with permission of the brothels, some were not. None were actually made by the brothel owners for use in the brothel or for sale at the brothel.

These chips are actually used at the Ore House, particularly the lower denominations. They give you your change as chips when you buy your two drink minimum, and encourage you to use them for tipping the dancers.

These chips were used for the same purpose at an older, now closed, strip joint.
