I agree. My parents have driven around with one of the Vegas souvenier store plates for a while (BLKJACK or some such nonsense). They live in Pennsylvania where you only require a rear plate.
In Jersey you have to have a front and rear (so the cops can profile you coming and going).
I guess the "display purposes only" is a disclaimer so I won't put them on my car and hold up a liquor store ("yes officer I saw the car... it had a nevada license "CHIPSTER"). They do look real.
