I'm just brainstorming trying to think of this on a different prospective. As you know, a baseball card is expected to be collected, because that is its purpose. As Gene confirmed, a chip is actually owned by the Casino who in some cases places its copywrited logo or name on its face. If they want it back or not, IMO I think they might have a problem with some third party unauthorized vendor using their property to turn a profit and altering their original product. All you would need is one upset Casino to throw a wrench in the whole casino chip slabbing thing.
