... issues. There is only one logical reason for extremely small (say anything 250 or less) LE issues. That is to create a lucrative aftermarket for anyone who can obtain the chips. And THAT is any casino employees who can get them before they are released, favored outsiders who are given access to the chips in a restricted manner and finally (maybe) other collectors and New Issue Service providers who are lucky enough to get some.
The profit a casino can make on such small runs of chips is virtually meaningless in the big picture of casino operations.
They don't get circulated, so can't be intended to promote players visiting the casino and gambling.
They don't actually need (or even use) them to run their games.
The only remaining logical explanation is the one I stated above -- personal self-enrichment of favored individuals.
Which sucks.
In the past, I have bought a few such chips (at hefty premiums). Henceforth, chip issues like these will also be on my personal boycott list. A pronouncement which, I know, will be greeted with yawns by the people and casinos engaging in this practice. Will make me feel better, though.
