Something that may or may not come into consideration concerning LE issue numbers...
I don't know NV gaming regs to the letter, but, don't the casinos have to have enough cash in the vault to cover the value of all chips issued by them that haven't been destroyed or had an official redemption notice put forth? They have to be able to cover "the float", and a casino that issues a lot of LE's might not be able to cover the value of large numbers of LE chips. This scenario could easily put a casino in the position of making the choice between low issue numbers or fewer LE issues.
