Some places still use the $1 chip on the 21 tables. Siena in Reno, for example.

Some clubs even make $1 tournament chips. Atlantis in Reno has them, but does not use them in play. When I played in a recent 21 tournament, a stack of them was used to keep track of the number of hands played, and that's all.
