In printing this is known as a registration error. When color (forgive the term) is put on, it is done one color at a time, or one color each pass. It is very important that each pass be aligned properly, or registered precisely. If the registration if off on one pass, the result is as you see in your scan. If all the registers are off, the image is hardly readable.
Look at the green stars. You can see where the green is not aligned. Therefore, you have a printing error, and a common one at that.
