I can't solve your pigeon problems, but I can make a comment or two on the subject. Your post scared the heck out of me because of the way you spelled "pidgeons." I just wrote and e-published an article on www.pokerpages.com entitled "Pigeons, Pioneers, and Pancakes," and your post made me think I spelled "pigeons" wrong. I mean, I'd hate to have a faux pas like that in the title of an article. But I looked it up and "pigeons" is right, although your spelling may be British or something. In the article, you can see some of the things that happen to pigeons - but it's a different kind of pigeon!

Wish I could help. We have the same kind of problem around here but nowhere near as bad, I don't think. And they are currently putting a new roof up which seems to have riled the pigeons. If you put some "pioneers" up there instead of owls, maybe the pigeons will go busted! Good luck with the problem.
