Funny thing, I was reading an article in a magazine the other day.
Small Business Computing, January 31, 2001. Sitting Ducks, Broadband connections make businesses easy pickings for online troublemakers.
It was about the increasing number of people using cable modems and DSL where their computers are on line all day. The article said something about these people being sitting ducks for hackers. The problem, as I recall, had to do with you getting a new ISP address every time you sign on. I personally do not completely understand what they mean. A person who is on and off from time to time is harder to hack into, their numbers keep changing. A person who has Cable or DSL gets a number and just sits there and is a sitting duck. Hackers then can zero in on your address and work their way into your computer. The attached link is to the article. I didn't get to finish it as it was when I took my dad to the doctor. His appointment was over before I finished it. Your post reminded me of it and I was able to find it on line. I am going to finish it as it seems as it might be relevent to these types of problems.
