I was in the Horseshoe CLUB in Gardena about 2 weeks before it closed, and they were still using older chips. They never changed their name to Horseshoe CASINO. I think these chips were produced to be fantasy chips; I bought my set at the Paulson retail store.
For the record, there are 13 different chips that I know about: 25c and 50c (both hot stamped); $1, $2, $3, $5, $10, $20, $25, $50, $100, $500 (with center inlays) - all say Horseshoe Casino. Plus a $500 oversize chip that says "The Horseshoe Club".
