Since the initials do not match the name the possibilities are:

Illegal using fictious name to order.
RF Hayes is a distributor or go between if you will.
No St address makes me think a distributor OR a walk in at the Mason office using a phoney name.
100 each color is a very small order.
I lean toward a distributor buying for a customer for a home game.

I have the Mason card but not the chips. Would trade if you have traders.
