I kind of anticipated this response. I do not know if we are talking about the same chips but I was thinking of the same potential problem. The chips that I heard about, I think $1 and maybe $5, were boxed up and sent off to be destroyed. I heard that several boxes were found on a loading dock and never arrived to be destroyed. Some workers found the chips, a few years later, and had been using them in home games until they learned that they had collector value. If they were removed from the books and sent to be destroyed, what would happen if a large number of these chips were presented to the state to be redeamed. That could mess things up.
I did hear of some that were found in a safe. They were being used by one of Playboys successors to replace other chips. (is that what is meant by back-up?) It would seem to me that these chips, would not hold value. It is the original chips that they are to back up that would be valuable. These chips would, theoretically rotate back out as new chips arrive and assume the value. The problem is how did the casino determine if these chips were legit and had value.
