No, not always. I have several LE's for which redemption notices were issued. The one that comes to mind was the Laughlin, Golden Nugget, 1995 4th of July LE. In fact, I bought mine from the cage during the redemption period.
This was about three years ago and I do not know what they did with the chips that were redeemed, however, I recall that they said that they were going to be destroyed. If that happened or not, I do not know. If they were destroyed, then I wish I could find out how many.
If they were not destroyed, then I guess that it is always possible (although unlikely) that they may be put back into play.
But I suspect that they are gone, and the remaining ones would not be accepted at the cage.
