I agree with Gene. The vast majority of the cards I have stipulate that they are the property of the casino. One even stipulates that it must be returned upon request (Amigo Club). If security at that place were to ask me for their cards back, I would have to do so.
I will also point out that just because it is not written on the card, I suspect that the brochure or the application form has some small print about who owned the card.
Lastly, I have yet to cash-in at the Promotion Booth (for food or cash comps) and not have to show my ID. And some places go over-board. At the Orleans they will photocopy the ID for each and every transaction. I used my comps to get some discounted movies passes. Each one was a separate transaction that required a separate photocopy of my ID.
The only way around this, that I have seen, it use the Harrah's automated machines. But this requires you to know the cardholder's date of birth, but when the machines prints out your award, it must be negotiated at the cashier's cage or the restaurant/bowling alley/etc., at which point an ID should be checked.
