Hi Joe; John Benedict gave you the right information regarding the Franklin Mint token you have described. I have noted in my personal copy of Day's Catalog that indicates a similar piece went for $117 at the 1988 GSNA convention.

The item you have is best described as a token, not a chip. I would definitely NOT have it slabbed if it were my decision to make.
