That's correct, although a high value chips like your $500 could have still been in play for some time. I see other casinos ordering old style chips after a newer styles had been made.
What I think is interesting about your $500 is that it's the last Burt made Caesar chip. Paulson produced the Caesars Palace chips from then on.
