Some uses of chips which have no cash value are tournament chips, chips used in gaming lessons, chips given out for promotional purposes (For example like Katie mentioned chips which can be used to make a bet but not cashed in).

Also there are souvenior type chips such as the one given out by the Hard Rock to commemorate our convention this year.
