BTW, your question was a very good one... and, if I had to be pinned up against the wall to answer "exactly" what you asked, I would say YES, because I cannot figure out how a casino that's on a ship (that has live chips) can exist before a ship's inaugural sailing (unless it's a dockside casino/ship). Now I'm confused.
