This is a cruise line chip. Caesars ran the casino inside at least one (maybe several) ships. Not Nevada, so not in TCR. It is a pretty chip.

Originally sold/traded in the $20-$25 range a few years ago. My impression is that it has gone down a bit -- more like $15 today. JMO. I'm not looking to buy.
