For a tribal casino to open, they need to negotiate a compact with New York State. A problem has recently developed on this front, as a New York State court recently said that the Legislature must be included in negotiating the compact. Donald Trump has been fighting any kind of casinos in New York State.

There are also politicians and business people from the New York City area who will fight any casino development unless they are included.
