And though in that if this requires a Constitutional Amendment, it will be impossible to occur by 2002 as the procedure for a Constitutional Amendment requires passage by two succesive legislatures before it is put up for referendum -- Thus requiring anywhere from 2-4 years to get done.

I don't know whether a Constitutional Amendment would be required because I never really understood this dual sovereignty stuff.
