It appears the Mint is taking a Beanie Babies approach to coin set issues. I would question the unequivocal use of the word "Healthy" in the headline. It signals something, but not necessarily a healthy trend.
The difference with chips is that we have hundreds of "mints" with chip production policies all over the map. Sometimes an accidental misstep on quantities; other times an unexplained pattern of (intentional?) under-production.
On this subject, I think the "toothpaste is out of the tube" and there's no getting it back in anytime soon.
