I'm not going to be a grading "expert" ;) But the chip is obviously not Like New or Mint, but fits into Used with a nick or two.

Once again a major flaw in the grading system, because the seller has decided to overgrade his own chip. (and who would pay $10 to have this rare chip graded?)
